[Weatherupdates] Missing weather forecast icons on the Weather Report

You may have noticed that the weather icons on the Estes Part forecast are
missing/broken. The was caused by the NWS (NOAA) recently updating many of
their forecast formats, including parts of their website. Due to this I need
to make changes to the code the I use to create the forecast part of the
Weather Report email. I hope to get this done this week.
